Cyprus grants permanent residence under a fast-track procedure to investors purchasing new property or subscribing capital from €300,000. It is among the quickest assessments in Europe, and the card never requires renewal.

Overview

The Cyprus fast-track residence programme operates under Regulation 6(2) of the Aliens and Immigration Law. The minimum investment is €300,000 excluding VAT, in one of four categories: new-build residential property purchased first-hand from the developer, commercial property, shares in a Cypriot company, or units in a Cypriot investment fund. For the residential route specifically, at least €200,000 must be paid before the application is filed, and resale property is not eligible.

Since the regulatory tightening of May 2023, applicants must evidence secured foreign income of at least €50,000 a year, plus €15,000 for a spouse and €10,000 for each dependent child, submit criminal record certificates, and maintain the investment. Compliance is verified annually by the authority.

A Cyprus permanent residence card is valid indefinitely, requires no renewal, and carries a very light maintenance obligation: one visit to Cyprus at least once every two years. A complete file is commonly assessed within 2–3 months. One important note: Cyprus does not yet apply the Schengen regime in full at its land and air borders, so a Cypriot card does not automatically substitute for a Schengen visa. Verify the position at the time of filing.

Over the longer term, after five years of actual residence and subject to the presence requirements, you may apply for citizenship under the amended citizenship law. The physical presence requirement is demanding, which makes this programme better suited to families seeking a secure European base and international education at reasonable cost.

How much does Cyprus residence cost in 2026?

At least €300,000 excluding VAT, invested in new residential property, commercial property, shares in a Cypriot company or a Cypriot investment fund. Alongside this you must evidence foreign income of at least €50,000 a year, plus €15,000 for a spouse and €10,000 for each dependent child. A realistic budget should also provide for VAT, legal fees and application costs.

Does a Cyprus permanent residence card expire, and how is it maintained?

The card is valid indefinitely and requires no renewal. Three maintenance conditions apply: the whole family must visit Cyprus at least once every two years; the investment must continue to be held; and an annual declaration confirming the income and criminal record conditions must be filed. Selling the asset without replacing it with an equivalent eligible asset leads to withdrawal of the card.

Does a Cyprus card allow Schengen travel within Europe?

Not yet. Cyprus is an EU member state but does not apply the Schengen regime in full, so a Cyprus permanent residence card does not by itself permit free movement across the area as a Greek or Portuguese card does. Cyprus is in the process of joining Schengen, so this is a point to reconfirm at the time you file.

Does buying resale property in Cyprus qualify for permanent residence?

Under the residential route of the fast-track 6(2) procedure, only new property purchased first-hand from the developer qualifies; resale property is not accepted. Where commercial property such as an office, hotel or retail unit is used, a resale asset may still qualify. In every case, the investment structure should be confirmed by local counsel before any deposit is paid.

What do children receive under a Cyprus permanent residence card?

Dependent children up to 25 — in full-time education, unmarried and financially dependent — are included in the same application and retain the card for as long as they meet the conditions. Families can educate children in the British-curriculum international school system at fees appreciably below Western Europe, and use Cyprus as a base for university in Europe or the United Kingdom.
